How to set up Private Messaging

Hi There
Can anyone help me with setting up private messaging on C5.8. I have public profiles enabled and I can send to a user via there profile but when it lands in the inbox there doesnt seem any way to reply. The only action available is Delete. I have tested this on a standard C5.8 installation. So its nothing to do with theming etc.
