Multilingual Topics

There is a discussion in GitHub back in 2015 on how Topic internationalization has been added. I can't find anywhere how to accomplish what the Github discussion claimed had been implemented:

How do I deal with topics and have them work in two languages.

Ok I figured out how to do this but It doesn’t work. I’ve translated the topics and it says they’ve been applied, but it doesn’t work. The tops are still in the default language on both the languages I’m using.
