5.7 user permissions bug or faulty use ?

I'm trying to make a user group with members that have permission to add and edit users, but i can't get any user permissions working.
Here's what i did:
- create a new group 'User Management'
- create a new user 'user A' and added it to the new user group
- went into user permission and activated them all (accept 'sign in as user') for the new user group
- went into sitemap and give permissions to view 'dashboard' and 'members' page
I logged in as my new user and i can get to the members page. BUT... i can't see any users and i'm not able to add new ones.
Is this a bug or am i doing something wrong?

Looks like this is a bug, I followed your steps and I ran into the same issue.

I think you'll need to also go into Groups, edit the All Groups, edit permissions, and add User Management to the "Search Users in Group" group node. This will fix the search users interface.
I'm not sure exactly why the Add User permission isn't working without this change, however.

Actually, looking into this I think it makes sense, even though it's a little obscure. The user is actually being added correctly, but since the User Management group doesn't have any permission to search any of the user groups (including the "Registered Users" group) they won't be able to view any users, and forwarding them to the user renders an "Access Denied" message.
Yes you're right, it makes sense this way. Maybe this can be added in the guide text about user management. I guesss more people will be looking where to find this functionality.
Hi, I am trying to achieve something similar, I want a particular group to be able to search users and add a user. I have tried to setup as mentioned in the replies but I get two problems.
(1) The Search User page reports back 'Access Denied'
(2) The Add User page does not show any Registration Data or Groups, not worried about the missing Groups but I would like the users in the particular group to be able to fill in the extra Registration Data that has been set up.
Any ideas? (ver 5.7.5.9)
