Access Denied Message when logged in

I have migrated a DB to a server and can log into the site but trying to do anything(edit/add/sitemap/dashboard bar) displays either a Access Denied or a blank bar.
I'm running 5.7.3.1 and am logged into the site. It will work if I am running the same database on my local machine under localhost.
The dashboard works and as an admin can change certain settins but attempting to do anything with a collection/page results in "Access Denied" being displayed. (I also notice the edit option is missing from the context menu in the dashboard)
I have tried clearing the session on my machine, cache, logs turned most of the settings on and then off again.
Administrators have the ability to edit pages according to the permissions but something has gone haywire here.
Does the security tokens use the site url to create the config tokens?
Can anyone think of any more possible avenues to try?
