"Access Denied. You do not have access to the sitemap." when trying to select a location for a page

When trying to select a location for a page, non-admin users are presented with this message:
"Access Denied. You do not have access to the sitemap."
(see screenshot)

How do you provide users with the permission to view the sitemap (without making them an administrator)?

You have to add some task permissions, along with opening up the dashboard pages themselves.

So goto the sitemap > advanced and turn on the system pages. Now you'll see the whole dashboard as a tree of pages too. Make sure the groups in question have view rights to the sitemap pages.

Then ALSO search for for task permissions in the dashboard and make sure the same group is in the access file manager task permission...
