How do I get to the add layout choice. When I click on a regular content block, it doesn't come up.

It's on the 'Area' menu. See attached screenshot
I'm sorry but I don't understand. The tab you clicked on was already a column. I want to create columns from one block. If there is a block that spans the width of the page, how do you divide it into columns? Thanks.
Sorry, the area in my theme just happens to be called "Column 1" but it could be any name like 'Main'. Did you try clicking on your area's name to see what pops up in the menu?
Here is what pops up when I click on a standard block area:
The reason why you don't have the option to add a layout is because you already have a block in that area.
To add a layout you must first delete the existing block, add your layout and then populate each new column with a block of your choice..

If I understand correctly, layout is added to an area that does not yet have a block. Specifically, which is the layout block that I would drag to the new area? Thanks.
