Adding and moving blocks

Hi,
I have been waiting eagerly for the release of 5.7.4 and have down loaded and set up a test site with RC1.
I do want to use this version for my next project but am I missing something?
How do I move blocks from one area of the page to another? There does not appear to be a move function and you can't drag them either.
This seems to be compounded by the new click on the area to Add Block feature that drops the selected block at the bottom of the area with no way to move it.
I did find a post that suggested copying to clipboard and then adding to the required area.
I do hope that I am missing something and there is a simple way to move blocks once added to the page.

When in edit mode and you hover over a block there should be a little four pointed arrow that appears towards the top right. Drag those.
just hover over a block in edit mode and there should be a little set of compass arrows in the upper right that you can drag around...
You're probably just used to the pain of 5.6 where you have to put each block into "move mode" over and over... (that or your install is ganked, my demo worked - see screenshot)

That was the way I assumed it would work but it is not doing that on my test site.
I have just checked and it is a problem with the theme. Works the way I expected with Elemental theme but not with theme from the market place.
I will contact the themes developer.
