Advanced Permissions Weirdness

I have an odd situation where I have a C5.7.3.1 site that allows registered users to add certain PageTypes.
When a user registers and logs in for the first time, they receive a 404 when attempting to create a new page.
If the user logs out and then logs back in, they're able to add the page without issue.
Anyone have any thoughts on why or how to resolve?
