Block only visible for SuperAdmin

I created a new Page Type (Test)
Then i go to Pages & Themes -> Page Types -> Edit Form
Then i add a set -> add a form control that is content block and give it a name(xyz).
Then Pages & Themes -> Page Types -> Output -> Edit Defaults
When i am logged in as Super Admin i am able to see the Composer Control (xyz block)
But when i am logged in as Administrator i am unable to see the Composer Control (xyz block)
I have cross checked with the permissions and all the administrators have permission to view all the blocks.
Could some guide me on this ?

Aside from updating your version of concrete5 and checking your advanced permissions again, I don't immediately have any ideas for a solution.

I have made some custom changes to the file manager and other features....my changes will not be there if i update.
