Can't delete page attribute 'Forbidden' error?

Hi There,
I have a page attribute that I need to switch from being a checkbox to a text field but I can't change the attribute type and weirdly, I can't delete it. Both on the server and locally I receive an error...
Forbidden
You don't have permission to access /dashboard/pages/attributes/delete/55/1498600376:0ed6f20e0ed24cfc97474199cf5bbb91/ on this server.
Does anyone know a way around this error?
Any pointers in the right direction would be much appreciated.

Yes I'm logged in as the super user and locally I tried 777 on the entire install. Advanced permissions are off.
I did wonder if it was because this attribute is currently assigned to some pages. Do you know if you can change the attribute type via the database? I was poking around but couldn't see how to change the type.
Any help would be amazing.

I believe attributes can be deleted even if they are assigned to a page.
I am not sure if you can switch the attribute type of an existing attribute.

Weirdly, I noticed that my user (the super Admin) wasn't part of the Administrators group. But after adding it still didn't work.
Have noticed that this issue seems to extend to deleting anything (a blog post etc). I've checked the privileges for the database user and everything is on.
Have also tried with a different user but no luck.
This could be a server issue maybe? Does anyone have any ideas?

Do you have permissions/advanced permissions set?
Are you logged in as admin/superuser?
