Can't turn cache off

Of course rule #1 during development is to TURN OFF CACHE.
I did that (at one point). But now, not only is some of the cache settings on, but I can't turn them off! I set to off and hit save, and the following stay set to "On".
Block Cache, Theme CSS Cache. Compress LESS Output, and Overrides Cache.
I discovered this while troubleshooting (and solving) a different problem, and started discussing it here
