This should be fixed now. FYI: you'll need to make sure your server can connect to concrete5.org to apply to the update, even if you've downloaded it directly to your server. This is temporary – we'll fix this so that this isn't required in 5.7.4.2.
Thanks for all the replies!
Sorry that it took so long to give a "Best answer".

FYI I just manually upgraded from 5.7.3.1 to 5.7.4.1 by putting the new folder named concrete5.7.4.1 into the updates folder. The system recognized the update and applied it.
Yeah, this is definitely how it should work and how it'll continue to work now, but our dashboard update pre-check screen was failing due to some stuff that I had yet to set up on the server. In 5.7.4.2 if this fails it'll let you know it can't pre-check your site for the update, but it'll still let you update. In 5.7.4.1 the JavaScript error was causing the update to not be applicable until we cleaned up the server issue.
Same problem here with Windows 7 and Firefox 38.0.
Upgraded just fine from 5.7.3.1 to 5.7.4
Trying to upgrade 5.7.4 to 5.7.4.1 just displays Testing System... indefinitely.
