Clock button beside "Publish changes" in 5.7

I thought this button is "When will this version be published" since first I saw this design, but it seems "When the page should be viewable".

This misunderstanding is my mistake, but I think this user interface creates confusion... Why this settings is not in "Page Settings" panel?
