Copied Elemental, CSS not updating.

Hello,
I have copied he elemental theme according to the post below, but don't see the bit about mixins in my main.css file. When I make changes to the header.php or presets in the css file, nothing is taking effect. I don't have any errors, but does anyone have any idea why my css and header file seems to be disconnected? I have cleared the cache already.

Turned relevant caching off, and cleared cache?
Doh! Thanks for humoring my lack of sleep. I wasn't changing Concrete to Applications in this line (below) in the page_theme.php file:
namespace Concrete\Theme\Test;
