Core image block using an old version of the file manager?

Add block > Image > Choose Image takes me to the file manager, but if I try to upload a new image from there, I get an "invalid form token" error message. This is a small jpeg, about 45KB.
If I go to the file manager through the dashboard, I can upload the image with no problems.
Also, the two file managers look different. See attached screenshots.
Is it possible the image block is somehow taking me to an old version of the file manager that no longer works quite right? I can choose and delete files from there, just not upload new ones. I'm on 5.7.5.8.
