Design and Custom Template on Block outputting unwanted css scripts in header

I believe v5.6 you could add a id or class for a block in custom design option and will just be added to container div - which is what I want.
But in v5.7 it does do this but adds unwanted and unnecessary and unused css extra tags in the header that are not wanted and adds border-none making it impossible to add border via my css file.
Just want this gone since just want container class or id added. Is there a way to do this without me hacking blocks overrides?
