Enable Custom CSS option when theme does not use presets

I encountered this issue while attempting to answer this question.

- when a theme does not offer presets, Custom CSS is not available
- without the Custom CSS option available, additional CSS must be added through the theme stylesheet (which can be overwhelming for novice users and non-developers)
Before I submit an issue on Github, does someone know of an alternative that I am not aware of?
