Error message: fread() [function.fread]: Length parameter must be greater than 0

Web site stop working suddenly and show only this message:
fread() [<a href='function.fread'>function.fread</a>]: Length parameter must be greater than 0
I upgrade to 5,7,3,1 few days ago.
Immediatly multilingual stop to work( cannot switch to different language)
But original language was still working.
I didn't do any change and go back to the web page today and I get this message and cannot access any thing.

After seeing the multilingual problem I try to remove 5,7 data base and reinstall 5,6
2 data base was created. I remove the 5,7 but still no web site.
