FORM_BLOCK_SENDER_EMAIL and other constants

What's the new way to define values that where once Constants?

I'm attempting to set the Sender email to be something other then the admin users email, I could edit the controller but I would like to set this in the config? how would I go about this in a 5.7 approach?

Looks like that was one of the forgotten constants, (as in we forgot to replace it with the new config stuff) can you open up a bug for it?
