Free Form Layout

I am creating a free form layout with one big column and a small column .
The layout seems to breaking at a point of time
To replicate the issue please follow the steps
From a new page,
click on Main Area > Add Layout > Select Free-Form Layout, 2 column, spacing 10, unlock, move the green box to create one large column and one small column >
Add Layout. It doesn't correctly add the Free-Form Layout.

Try locking the layout again after making the adjustments
The Free form layout returns to the form it was before unlocking when tried to lock .

Does it work if you turn off all caches and clear the cache?
All the cache options have been turned off and cleared the cache but it still doesn't work .
The only other thing I can think of is that your hosting company is running Varnish Caching on the server.
If you have access to the server control panel you should be able to switch it off.
