Hiding a Block in Block List (Add Content to a Page)

Hi All ,
I am trying to hide few unnecessary blocks showing up in the block list without uninstalling or removing them .
Is there a way to control the display of blocks in the Block List ??
WAYS THAT I Already TRIED :
1) I tried to control it using setting the area permissions for each area but still its displaying in the blocks list (Not Working) .
2)Hiding the Block with the use of CSS (Working but its not the right way to do it).
Please see the image attached for better understanding .
For Example i dont want to display the HTML block . i do not want to uninstall but just hide it using permissions or any other suitable way
