Image Block Rollover Image Still not Working

An issue that was supposedly corrected in an earlier version of 5.7 was either not really fixed or broke again in later versions. In the current version 5.7.5.7 it seems not to be working using the templates Cloneamental or Supermint3. Haven't had a chance to try out other templates yet because these are live sites.
Please include specific details about what is not working.
