Install Crashes on 5.7.0.2

I have three identical VPS devices with the same PHP version and INI setup, MySQL version and Apache server version. On one device I can install 5.7.0.2 without a problem when selecting the full install with sample site. On the other VPS I cannot install a full site but only an empty site. It falls over when placing files and folders. There is no memory issue as I have 128M of memory and all green ticks on the install screen. Here is what I get as an error.
