Make changes in page types affect existing pages of that type

Hello,
How can I make new changes (e.g. addition of new blocks) made to a page type affect all existing pages of that type. At the moment, new changes only affect newly created pages.

Head to Dashboard->Pages and Themes->Page Types and:

1) Click the 'Output' button beside the Page Type you are interested in.
2) Click the 'Edit Defaults' button for the Page Layout you wish to work with.
3) Add some content to the page.
4) Click on the content you just added and choose 'Setup on Child Pages'
5) Choose which existing pages to add this 'default' content to.

I can see the changes on all child pages indeed,
but only when I m logged as admin.
Each time I logout they appear on older version, is this a publication validation stuff?
