Please give me step by step instructions for forking Elemental

I've installed Elemental w/ Content and would like to dig into the CSS now that I've framed out the website page wise. I've tried a couple different ways based on some posts to fork the theme to no avail. Can someone provide a step by step way to properly create and maintain a separate theme from Elemental without creating a full blow package?

Beautiful... I had followed these instructions from another post and it didn't work. I'm sure I missed something but your including the expected errors was spot on and very helpful.
