Remove News Pop Up & Remove Background Image, plus 500 other little things

I used to know how to do these things either within C5 or via config, now I have no idea and there are no docs?!

- Remove the news pop that appears after login
- Disable marketplace
- Remove the random background image from the log in page

It also appears to be impossible to get the Settings panel to slide back in again?

OMG! Those damn Save and Cancel boxes are really bad UX! Argh, the slider is on the left why on earth put the buttons for Save and Cancel at the bottom right and left in the page's main body.

Wait no, those Save and Cancel buttons don't appear now and when they did they didn't get rid of the Settings slider either.
