Single block permissions

What is the best way, to give one member or a group, permissions to edit only one, single block in a page? Let's say that I want give "news_editor" permissions to edit content only in the "News" area in the home page. I've seen this option in older version of Concrete5, but in the newest I don't have that in area menu.
