Social Links and Social Link Blocks

If I delete a Social Link from the Social Link portion of the 'Systems & Settings' should the expectation be it would remove those links from any instance of the Social Links block?
From what I understand the workflow is if I delete it from the Systems & Settings area I need to go to the Edit Block of the Social Links > Save that block then publish that page. Is this what was originally intended?
