You can think of topics as categories to organize and filter your pages.
For instance, when you install concrete5 with the default sample content, two topic trees are created for you: the Blog Entries and the Projects topic tree. Those topic trees contain the categories for the Blog and the Portfolio.
So you want to use the Topic List block to: 1) display a list of topics and 2) filter the Page List by topic
