Unable to Add Pages

I am helping a customer who is building a site in 5.7.3.1.
I re-built a new theme for them, which solved nearly all issues. However, when I go to add a page, a dialog box opens with this message:
"You do not have access to add any page types beneath the selected page."
All permissions are the default settings, and I'm logged in as the super-admin.
What might cause this problem? How to fix?
