In Concrete 5.7 how can I give a user or group permission to upload files?

I've tried adding a group in Check System & Settings -> Files -> File Manager Permissions. With the include permissions:
Search Files in File Manager
Edit File Properties
Edit File Contents
Add File

The user which is a group member does not get the file manager in the edit bar. The user can directly access the File manager URL but file upload does not work and returns no error.
