v8 missing block permissions?

I am new on v8 and trying to assign block permissions to certain groups on a page. I am not finding the option when I click to edit the block. am i missing something? thanks a bunch for any help.

Have you enabled advanced permissions?

dashboard/system/permissions/advanced
