visibility permissions

I have somehow lost visibility of just my header content for guests.
It's visible when logged in as admin, but disapears when logged out or even when i create another group with the correct permissions.
I have not got advanced permissions enabled.

Anyone got a suggstion please?

Just to clarify, you want to make the toolbar available to non-logged in users, so anyone who visits the site will see it?

no not the toolbar, the header content, so logo nav etc.

I can see the problem lies in the page defaults.
When i login as an editor which i have set rights to access and edit and then go to 'page types' the empty page is the only one i can edit. (attached grabs)
This is fine as there are only 6 pages all based on this version, however when i click 'output' and any one of the four types, it takes me to the template for that page but there is no visable header or edit button.
Do you think the permissions have been correpted somehow?

I think i have found the problem.

I changed some of the permissions trying to setup a page editors group, and went into show system pages and then changed permisions on some of the pages.
I must have wrongly changed the permissions on the stacks area as have gone back and altered them and now some bits are showing but not all.
What should the default permission be for stem pages and is there a global reset?

Ive gone through every concievable option in the back end but cant fix this.
Trying to avoid turning on advanced permisions.

when trying to add an autonav block in the sitewide nav area i get this:
call_user_func_array() expects parameter 1 to be a valid callback, class 'Concrete\Core\Permission\Key\AddBlockBlockTypeKey' does not have a method 'canAddBlock'

I had to give up and create a clean install and start the whole site from scatch.

I would recommend making a database backup before making permission changes.
