I Really Want These Tabs

Can anybody tell me how to get these? Any help is much appreciated.
I would like them to be customizable.
It would be really nice if they showed up for registered users and then certain tabs be displayed to the user based on their ID and/or role.
For instance, upon signing in, one tab would say Invoices, another Videos, another Calendar, and the tab would only take them to the information that they are allowed to see.

Yes I think this should be feasible.
More questions:
Should it be seen in all of the pages? Are these Invoices dynamically created or just static contents created by the admin?

So you want navigation stuck to the side of the window? I dont know any themes that offer this ( it is an html/css OR a javascript solution) It could be added to your plain yogurt theme for a few bucks.
What do you want to come out of this tab?
