I haven't seen such a block but I could easily build it.
Just one question - how should the dialog look like? We would need a place to enter things like "mail", "text".. Using a javascript box? A popup?

Well it would be a javascript box (to be consistent with how Concrete presents dialog boxes for user inputs) and should have a space for recipients (can handle multiple recipients separated by commas), and any additional messages the sender may have.

Look at the attached code. I'm not sure if you could use this but I know it's worked for me on other sites in the past.
You would need to rewrite the code a bit to fit into concrete5 but hopefully this can save you some time.
