5.4 quirk system files always show in sitemap for non-super-admins

Just installed the latest stable release. I noticed that when I create sub-admins, they see all system files (dashboard etc.) whether the 'show system files' box is checked or not.
Has anyone else experienced this in 5.4?
I'm still in simple permissions mode, my next step was to try advanced to see if I can override it, but my guess is that this is an unintentional bug?

I've got that going on too. I thought it was a new feature I didn't know about.

Mine was a clean install. Access for the sub-admins is set to 'Yes' for sitemap and page search.
