Just done a fresh install of the 5.3.2 release and saw from the release notes that Global scrapbook has been dropped in favour of shared scrapbooks...
This feature looks good — but what happens to all the global scrapbook blocks you have in an existing site when you upgrade?

Your current "global scrapbook" should just become another one of the many public scrapbooks you can add to your site. Blocks should be copied to it.
For this functionality I would suggest you stage your site and upgrade on a staging site first - but we are trying to preserve all content during the upgrade process.
