Is it actually true that one cannot get the most current version of an previously purchased add-on via Transactions/Licenses at "My Account"?
In other words, is it true, that purchased add-ons won't get updated automatically in the download archive?

I think that if you are logged in with the account that you purchased an addon with, the "Download Archive" link will be available (it's near the bottom of the addon's marketplace page, under the "Current Version" heading).
nope, that is not true. You can upgrade to the latest version of an add-on.
What is true is if you have assigned the add-on to a project page, for
auto-installation, the Download Archive link is no longer shown in
your License history. Since these add-ons are licensed on a per-site
basis, and the auto-installer will also auto-update if you ask it from
your Dashboard > Add Functionality area - this seems like a reasonable
setup to us.

Makes it difficult to get a copy to work with on your local build though.

Given that every other software sales site on earth gives you 24 hours
to download the thing, along with some serial number hoops to jump
through, I think we're erring on the side of the consumer here.
Push comes to shove, just release the add-on from your project.

We purchased ProBlog Addon which was used for a test period. Then we deleted the whole concrete5 site to get going on a fresh setup. Trying to re-download ProBlog add on Marketplace, we can not find it downloadable anywhere, (looking in "My account" etc, as described in this thread).
But also: ProBlog is not available in Dashboard -> Add functionality.
How can we re-download?

If you goto the project page you originally assigned them on you can release the license there. Once you do that you can re-assign them to the new project page, or click the download archive link from your purchase history
