add incoming issue

so, I have 5.3.3.1 and I can see the files in the "add incoming" box, and I can select them all, but there is no " add files" button. What's up with that?
I somehow added the first file from that list, but not sure how.
I also need to fix the file upload size, but not sure where the php.ini is on my server- HELP!
