I've taken the always wonderful 'Clonemental' theme and reduced it to the bare minimum, stripping out all the html and css/less. It contains all of the areas used in the Elemental theme save the hardcoded footer link to concrete5.org. It should serve well as a stripped starter theme for theming from scratch.
