Block wrapped into a few divs at Elemental theme

I checking the Elemental theme of Concrete5 and i faced strange things that i could not figure out the reason. I added a few block specifically to the "Page Header" Area, i noticed some of the block wrapped into "div.contain div.row div.col-sm-12". e.g. Content block wrapped into these divs, but foe example Html block not.
Can someone help what should be the reason?
