Blocks not present when logged out.

I have been trying to create a custom 404 page and I have most of it figured out.

The problem I am having is that several blocks are missing. If I log in, I can see them just fine. I published them, etc.
But when I log out the blocks are gone. See my attached screen shots.
This is only happening for some blocks. Others that I added are showing up just fine.

Tried clearing the cache?
I just did and there is no change. The blocks are still missing.
Try deleting them and adding them again. That sometimes works for me.
I went in and as I was going to delete them I saw the permissions settings and decided to look into that. Guests and registered users did not have read access. So I changed that and the blocks are showing up now. What is strange is that I didn't have to set permissions for the other blocks that did show up from the beginning.
