I've seen several posts asked for the proper place and/or way to post bug reports.

I haven't seen a definitive answer.

So, where is the proper place to report bugs?

What's the difference between that URL and the following?

Just wondering, as having 2 bug locations is a bit confusing to me.

That's where I started. But it says this:

"Note: Only use this bug tracker for bugs reporting in the development/5.4.1 branch, or the trunk/ once this 5.4.1 branch has been merged back in (and prior to 5.4.1's official release.)"

Which sounds to me like I shouldn't post bugs for 5.4.1 there now that it's been released.

Am I reading it wrong?

Where does it say that line about "only use this to report bugs in subversion?" I should remove that.

Sorry - we have some old links around the site. We're working on that. You should use this link to report bugs:

http://www.concrete5.org/developers/bugs/...

You can choose which version you're reporting for, but at this point it will default to 5.4.1.

In the dialog when you click on the button to report a bug.
