Cannot Delete Block

Using a custom theme, never had any problems deleting blocks until a couple weeks ago.
Well i have grown tired of trying to figure out why i can not delete blocks, forms, content, HTML, etc, the issue is when i am in edit mode, i click a block, click delete, and while still in edit mode the block shows not there but when i publish edits the block shows back up.
With the HTML blocks i just set style to disply:none and i can edit all of the blocks with no problem. I need to delete a form but i don't need to delete the submissions >700 submissions of which i need the data.
Anyone having this problem?

I had once some problems with deleting. There are many things that might effect this but here are something worth checking/trying:
- Permissions
- Reinstall concrete5 (specially the database if possible)
One solution could be to insert debug codes in the c5 and try to trace the problem. But, I would start checking db related things.

I had a similar problem (unable to delete a block) and here is what worked for me:
1. Move the block onto another area on your page.
2. Delete the block from there.
