Cant figure this out

I need help, I cant figure this out. My site was up and running for over a year with no issues. I Log on to change my companies business hours today and had a black bar where the dashboard bar is to be. Not only that but if i click anything i have to log back in again. i can get to the dashboard by using the url.
I have cleared the cache multiple times, i do have the correct header and footer. and i do have full access rights. none of the suggestions seem to work.
I do have to add that if i select stay logged in, i don't have to re-log in and when i do i can sometimes get my dashboard bar back and when i hit edit and select what i want to edit i get a message of administrator is currently editing this page or access denied.

I can't say for sure what's doing it but you have several CSS file missing. The website tries to load them and can't find them.
The whole structure of your page seems very wacky and is hard to figure out which is not a very good sign. You also have CSS errors in the CSS files that do load.
Your problem could be due to any of that or not. Some other stuff might be happening when you log in.
Maybe one thing you could do is check whether the same issue exist on every page.

mnakalay is certainly right, but if your site stopped working without you changing it, then it's possible that your host changed something. Perhaps they introduced another form of caching (eg, Varnish), or upgraded to a newer php version. It might be worth checking with them.
It could be helpful if you were to provide us with an address in case the source of the problem is visible even when logged out
