Feature Requests?

I've got a minor feature request/borderline bug (in my opinion) that I'd like to submit regarding the Forgot Password feature.
Some devs prefer feature requests go in the bug tracker (and most of those provide an option to categorize it as a feature request), some prefer they are made on the forums. Where is the proper place to submit them for concrete5?

a feature request is something new, or an idea of a better way to
solve a problem
lets keep feature requests out of the bug area. they'd go fine in the
chit-chat area.
