File Manager and Document Library

Users with permissions to see documents can only see documents that they have uploaded inside the File Manager. I need to be able to share docs with various users. Same issue inside Document Library.

Advanced permissions enabled.

Can someone help me with this?

There's also a "Dropbox mode" option on the File Manager block that can be enabled. Is that turned on?
