File Permission Problem After Upgrade to 5.6.01

I just upgrade a working site (ver 5.5.1) to 5.6.0.1. After Upgrade every user can see his own file at the File Manager, off course super admin can see them all, but user can not see pictures uploaded by other users, i checked System & Settings:File Management Permission, desired groups included, but still same issue.
any advice?

any suggestion? it's weird, every user can see their own files only, except super admin, that can see all uploaded files.
