file set for uploaded photo?

Is there a way to add a file uploaded from a form to a specific set automatically?
I don't think so unless you modify the block where you upload the files (e.g. if it's a custom block)
Would this work as a custom template or is there more behind the scenes stuff needed for the block? And were I to dabble in the custom block how difficult is this? I am not much of a programmer but sometimes I am able to muddle through some lighter work.
