Getting from Xara Web DEsigner Premium v10 to C5

Am new to complex Site Design but facing the need to go compete "out there" alone.
Am familiar only with much older programs and stunned by C5's capabilities.
Have also started to look at Xara Web Designer Premium V.10. Also amazing!
Big thing I'm trying assess is how to handle the little screen design function without having to do two Designs.
Xara actually does it. It handles RWD automatically, but it is a bit of a monster ( for me ) on first quick look.
C5 on the other hand, is a super friendly interface for a slow old, old dog to use :-)
My key question is: how is the important RWD function handled in C5?

It is all achieved through media queries in a theme's CSS.
